FWIW I try to resize in such a fashion as to avoid "fractional pixels" as I am pretty sure it helps preserve detail -- I use percentages like 25%, 33.33%, 40%, etc. to simplify the computations; this will yield photos with "uneven" sizes, usually somewhat smaller than the maximum.
By having a slightly smaller (in pixels) file, I can also preserve that (theoretically) better detail by using a higher-quality JPEG setting, while still remaining under the file size (in KB) limit. |
