It seems from the tone of the article that it is considered quite an extreme coincidence. But in that situation, you have a boat *full* of people who are almost all there for the photographic opportunities. It's actually highly likely that two people standing near each other will shoot the same subject and fill the frame with it. The two shots are very close in both time and perspective, so they truly were shooting very near each other, most likely no more than a few feet away, and pressed the shutter button within a couple seconds of each other.
The photog who originally accused the other should do some self-searching. She really needed to look closely before she accused. The wave patterns in the water are clearly different, and therefore it is absolutely not the same photo. I could tell that in two minutes viewing only the small images posted in the article.
