There is usually a need for additional sharpening, after any done to make the image look the way you want it to, that is expressly for the purpose of making the image appear correctly for the choosen final output. This is true for print as well as resizing for a different digital format.
Could you go over the final steps of your work flow? For example, I resize, sharpen and then compress. The new setting of 'bicubic sharper' in PSCS can often be used to combine the resizing and sharpening, but not always. Once the image is resized to be 640 on a side, I have not seen much of a loss in quality with the levels of compression needed (usually around 80%) to get <150K.
