Looks odd but I think it is your brain trying to compensate for the paddle not being there as you know it should but it moves in and out of the frame so fast it appears to not be there at all.
I think so too ... possibly related to what's being developed in scopes for rifles ... I think keeping the subject centered in the frame helps keep the it in-focus as compared with exhibiting motion blur.
Seems like they're working with a fixed exposure of 1/1000 second though ... they seem to be targeting this at video applications (see references to sports broadcasting), not so much at still photography ...
