I think the brunette haired head belongs to the white t-shirt body and the head of the girl in the dress (a blond) is hidden by by the brunette head. The illusion is the brunette head belongs to he female in the dress and has no neck.
At least that's the way I see it.
The entire set gave me a good laugh, especially #8 the bridesmaids.

I think there are 3 people in 17. We can't see any of the body of the brunette head, she's stuck her head between the other two girls for laughs. We can't see white t-shirty's head at all, and we can just see a fringe of blonde hair from the gal in the dress.
This thread title makes me think of a scene set in the 50's I think, where a guy has his date in a movie theatre where he's overjoyed that she allowed him to grope her boob throughout the movie. Then there's a cut to the girl chatting with her friends about how her shoulder was sore because the guy was squeezing it all through the movie.
