I know this has been discussed but I can't find it. In the expert rules it says no clip art. It seems like I remember a discussion about pre-made frames like they have in Paint Shop Pro considered clip art and against the rule set. Can anyone help me out here?
Keep in mind you can use elements of any legal image to create the frame you want in expert. If you can make a unicorn, you can assemble the border of your dreams. You just can't use the work of others.

It's kind of like this but has white around the outside of the black. Real old and vintage looking.
I'd try something like this:
-Try making a layer with irregular shapes -- fill with a couple of gradients and run the Clouds filter or something.
-Select All, then make a border as many pixels wide as you want the border.
-Create a Curves or Levels Adjustment layer; on its Mask layer use your cloudy shape to fill the selection (or maybe use it to subtract from the selection -- (I'm making this up without trying it out) -- you are trying to create an irregular edge around the inner edge of the selection. You could also just paint into it instead of making the "could" layer.
-finally, use the Adjustment layer to darken the edges -- you are basically creating an irregular vignette
You could also make a "protective" selection around the inner part of the picture, and just go around the outside usng the burn too aggressively.
The white outside the black you make afterward, enlarging the Canvas (don't forget to allow for that when re-sizing!).
Still sounds more difficult than just using the PSP frames option. :-) I would have sworn that was legal to use (it's a border). Plus I thought I've seen it used before (whether they were validated or not is a different story I guess.
I have seen many clip art borders used in non-Expert editing challenges and they appear to have been allowed.
