under advanced i can paint say, fingernails, right? im not creating new image area only selecting the existing and changing the color.

If the fingernails are already painted and you just want to change the color or enhance them I think that is no problem.

If the fingernails are not painted at all but you want to select the section and change or add color I think that enters into the grey area which is best cleared up by a note to the SC. Forgot to add that my thinking on this being a grey area because the natural nail is solid flesh tone color when resting upon the finger but when it grows beyond the finger it changes hue and there is that line of transition. So changing it to look like it is painted to be one smooth color without that transition might be problematic. Best get confirmation from some of the SC members.

You are correct, if the nails are distinct you can re-color those shapes however you wish. You CAN'T create "nail shapes" where nails would be but are not distinctly present in the original, that would be new shapes.

yes, im not elongating them, just adding a bit of color. the areas are well defined.
