I don't have elements, but hopefully you can do all these things... This is how I would do it...
1. Open your image.
2. Select your whole image. Cut it. Paste it on a new layer.
3. Adjust your canvas size so that the border is how big you want it.
4. On your canvas layer, fill it with your border color.
5. Double-click your image layer to add a stroke to the image. Adjust the stroke size and color so it looks how you want it.
6. On a new layer, add your text with the text tool.
This may be a few more steps than the way others would do it, but it provides maximum changeability... so you can play with your border colors, move your image around, etc.
