The person probably means the photo is over-exposed (blown highlights) due to a longer-than necessary shutter-speed. Too-high ISO will also contribute to that effect, while also adding more digital noise.
FWIW I don't have much in the way of lighting available, so some of my better still-life shots have been shot in low light with a long shutter speed (can't use high ISO because of horrible noise) ...
