I think fare is fare, too much editing in a true photo competition shouldn't be allowed, the guidelines however should have been defined in advance.
I wonder whether they would have passed under the advanced ruleset on DPC.

So there's significant authority for judges to arbitrary reject what they don't like.
But the main point is that the rules are documented and fairly clear.
