it's not the restrictions, it the stupid i hoops i have to jump through to get my image submitted.
so i retook my image after remembering to set it to shoot jpg, so now how the heck do i resize this thing "once" to be under 300K and 800px? normally i let lightroom do it, but i cant figure out how to import a jpg. if i resize in photoshop to 800px the file size is 1.2M.
When you saved it as a jpeg in Photoshop it will give you the option of saving it at a specific size, with 12 being the largest file. Just slide the bar to the left or right until you get to the file size you are after.
You can also import a jpg in to lightroom along side its raw file by going in to options, there's a tickbox in there along the lines of "treat jpg's as seperate images", you just have to tick that, imporat your jpg, then re-tick it. Sorry I can't be more specific but my lr4 beta has just expired :<.

Out of curiosity, what's the reasoning you have to shoot JPEG in camera as opposed to converting from RAW later?

not sure what you are asking but the minimal rules say no raw processing. i guess you can make changes when you process the raw that would bypass the rules and i guess they cant be detected when you submit the raw.

Such as tone, contrast, white balance, etc.....
In the JPEG, you are committed to the settings in effect at the time you pressed the shutter; under Minimal rules, you are not allowed to adjust that type of parameter post-capture.
