There was just a forum dealing with this sort of
effect
which I can't seem to find... I was wondering if anyone knows how to achieve this sort of thing.

nope... I think it was photo of a pool that the effect had been used on. Anyways I am going to free-trial Topaz Clean; thanks for the advice
