On a lot of tools, when you select the tool sometimes you have to click off a radio button or something before the shortcuts work, I find this to be true for example when I select a healing brush tool, I need to activate it by clicking something in the top bar before my brackets work for sizing.

Had similar issues awhile back. Try resetting all your prefs, close ps, reboot, relaunch. Also check your control panel keyboard settings are correct.

I seem to remember reading that tons of people suffer from the preferences file corrupting periodically, with no solution other than to replace it repeatedly.
