I want to submit a photo but I have a question since the website wont let me do it...

If the challenge starts on Dec 5th, I cant submit a photo i took dec 3rd? because I cant go back to the place I took the photo at this point..

That is exactly correct. The shot must have been taken during the submission period. For the Motion Blur challenge, that time period is/was December 5th to December 11th.

If you notice at the bottom of the submission entry form, you need to check off a little box that says -->

"Yes, this photograph was taken with a digital camera on or between Dec 5 2011 and Dec 11 2011."

That changes per challenge, but the rule stays the same!

Well that blows... Had a picture to submit to see how it would fair..

Took a quick look... Don't see the motion or the blur... Just looks like a slightly blurry snapshot...sorry

I,m sorry to say I agree,that would not have gone down well,bluurry snapshot is what I see too.
Have a look at the previous Motion Blur challenges to get more idea of what would do well.
