Any of the clear two part epoxy glues should do that job nicely. Just mix a little on a piece of stiff paper or plastic, and apply it with a toothpick as you reassemble the item.
Another good option would be clear silicone glass sealer, available in small squeeze tubes at hardware stores. It's not as strong, but would allow some freedom of movement in the parts for thermal and mechanical stresses. It's not brittle when it cures.
Be sure to clean the parts with dish soap or alcohol to get all the oily residue off before assembly. After assembly, when the glue has set, a small drop of w/d 40, applied with a toothpick, in the gap where the outer ring turns, will make it smooth turning again.
