There are numerous ways to do so. A simple, single-color border can easily be added using the following procedure:
1.) Set background color to the desired border color
2.) Right-click on the image header bar, select "canvas size"
3.) Select "pixels" for units, increase height and width as desired. Best to use an even number of units so they can be evenly split. Leave the "anchor" box centered.
For a simple border within the image:
1.) Set foreground color to desired border color
2.) Select > all
3.) Move selection one px down & right using arrow keys
4.) select > modify > contract (even integer)
5.) Move selection up & left 1/2 of the "contract selection plus one
6.) Edit > Stroke, select width, OK.
