Well, if you are going fast enough to leave a wake, what are the odds you're going to see an extremely small sign at least 20 feet inshore and partially under a tree??? So yeah, I think the stumps will do the policing of this policy :)

somebody will inevitably come, use it improperly, and demand you pay for their inability to determine what one ought to do and what one ought not to (in the form of medical payments, settlements, and to compensate them for the "psychological grief" wrought from their idiocy).
