Usually overexposure can't be fixed. Information is lost and can't really be made up. But try this if you are working in Photoshop.
Open your picture.
Change to the channels view (you'll see red, green and blue channels in the small window)
Click on each color channel, You'll be able to see which one is most overexposed.
Adjust levels in each channel seperately.
Check the entire pic by clicking on the RGB at the top of the channels.
Continue with post processing if successful.
I've been able to save some pics this way, but not always. This method usually works best on old faded pictures that I've scanned in.
