The easiest way in LR is to use LR/Mogrify 2.

The easiest way to create a border with almost any software is to enlarge the canvas, filling the extra space with the background color.

Thanks for the advice. I researched and found out that the usual iPhoto and LR3 workflow is incapable of creating borders for photos. I might try
alohadave
's suggestion.
