I fixed my Div issue - the WPadminbar, but I'm still having an issue where the site looks different depending on if you're logged in or not. I just went through and double checked all of my CSS. Loaded the default style, and nothing changed.
If I'm logged in, it's a 3 column grid.
If I'm logged out (as all new users would be) it's a really sloppy 1 column.

All plugins have been disabled, and tested cross browser with a fresh cache
