The SandyP image was disqualified and then re-qualified after a appeal. So they kept the three ribbons that were granted due to disqualification and gave the blue back to her.

Apparently that's not something the DPC software is handling well. If you go to SandyP's image, you don't get the "next 1st place" to click on...
