how does one intentionally wash out a photo?

Is this done through long exposure pointed at a direct light source or over exposing the film, or something else? i've been trying to figure this out for a while now

I would say overexposure is probably the easiest way. Just use a longer shutter speed than usual.

it can also be done in post-processing, changing brightness and contrast levels using photoshop.

You can use a longer shutter speed, or as you camera is gathering light intensity details etc, point it at something dark. Then when you point it at something light, it will be washed out.

Here is an example. I took the photo in front of some patio doors, closed the curtains, gathers the light intensity, opened the curtains, and it ended up like this.
