Yes. Just no selective editing and the way the ruling of the site council read is that it cannot be used to the point that it becomes a treatment. I think that would have to push it pretty hard, though. I've seen some heavy use of it in basic without getting a DQ.

Got specific examples of non DQ'ed top scorers in Basic with obvious Topaz use? I searched but could not find any.
Here's some examples of my own basic editing entries that used a fair amount of Topaz Adjust. I use it in most of my entries, but my usage of it has become more subtle over time.

Yes I did, and I did it all on the background layer. (So no duplicate layers here.) I think a lot of it was using the denoise, and then topaz Adjust to bring out the detail. And if I remember correctly, it got a validation request and passed :)
I was hoping to find a definitive answer here, too. There's a terrific image in the "ROT in Blue" Challenge, but as a Topaz user, I recognized the treatment immediately. IMO, it's past the Basic level of use, and way over into Digital Art. I won't ask for a possible disqualification, but how does one know where the cut-off point is? The Site Council seems to have left a lot of leeway regarding the degree of universal application(the no spot-editing part was easy!)
In Nikon D70's examples, I'd say the top one is Digital Art, and the bottom one is just good basic editing (like most of Yo Spiff's images.) The little girl with the bear is on the "iffy line" and would give me pause, too.
