Assuming you use Photoshop,
1. Select the area you wish to become the "strip" (use the rectangular selection tool)
2. Edit > Fill
3. Choose White from the options
4. Set opacity to 20%
5. Click Ok..
6. Next, select the text tool and type in whatever you wish.
Done..
ETA: If you don't use Photoshop, then we need to know what program you are using.
