Thanks for the tip but I don't have CS5adobe nor Photoshop. I was able to use the Topaz plug-in because it works on iPhoto on my Mac. I am just playing around with the free trail version. Not sure if it's worth buying because whilst it's fun I can't see to me many uses for it. Also I think the "fun" part will wear off pretty quickly. And I don't think one can even use it on DPC in a challenge not even with the advanced rules.

Nah, you can even use it in basic rules... It's really much more a matter of how far you can push it.

That is indeed the key. Topaz clean (or any product really) can be used subtly to great effect, or it can be overcooked like crazy. I don't know if the shot you posted originally would pass muster in basic, but there's no reason a lighter application couldn't be used.
YOU MAY: use filters or stand-alone utilities designed to preserve image integrity (such as Neat Image, Unsharp Mask, Dust & Scratches, and color correction tools). These filters must be applied uniformly to the entire image, and must not be used in such a way that their use becomes a feature. No “effects” filters may be applied to your image, with the exception of Noise and Gaussian Blur.
