Is invert allowed? How about onOne software? This puts the changes on a new layer, but you can flatten without using a blend mode, so??? And what about Filter Forge effects such as vibrance which apply changes uniformly to the whole image?
Invert is allowed as far as I know, but you cannot add any layers other than an adjustment layer, so that would rule out onOne software, and Filter Forge claims to add "seamless textures, visual effects, distortions, patterns and frames," which would be illegal in basic, except for possibly frames, but it'd be safer to just add your own border.
You can probably use any software in basic asking as whatever you do gets applied to the entire image. But bd careful because whatever you apply can become an effect. For instance you can use topaz but can't overdo it.
I'll piggyback here. Are presets in Lightroom OK? Something like "Punch" for example? As far as i can tell it's just a curves tweak pre RAW conversion.

Most of the presets in LR are just adjustments to the various global sliders which are mostly all legal. The problem you need to watch for is some of the presets add vignettes, which as I understand, is not legal in Basic.
It's considered acceptable in Basic Editing to have a second pixel-containing layer as a way station, as long as it gets merged into the whole in normal mode. Be careful of On One though: many of their effects involve applying Gaussian Blur to selected portions of the image: "Black Soft", for example, makes a selection of the dark tones, applies blur, then merges the result back into the image. I don't use it in Basic Editing.

Filter Forge doesn't do all those things to everything. The particular effect I had in mind, ie. vibrance, only seems to boost colour and contrast, although each preset does it a little differently. I can also make my own presets, but wouldn't for basic. However, without an okay, I won't use it at all - pity.
