Yes. Keep the original RAW in case of verification request.

When describing post processing include anything you do during the RAW conversion.

Ok then, What about the manipulations you can do while in RAW? Are they legal, The WB, Sharpness, Color Tone etc? Are they considered BAsic editing?

Yes, since the adjustments are applied to the entire image, the adjustments you listed are legal. (I would, however, avoid the "Lens" adjustments tab in Adobe Camera Raw.)

I've been wondering, someone told me Nikon Viewer had a Raw converter, but i can't find it, and I only have Photoshop 6.0, so I don't think I can convert RAW properly at all (other than just wrecking the file into tiff or jpeg). Anyone know if I have recourse here?

I believe the Nikon software is Nikon Capture and comes as a trial version with some cameras.

There are a couple of freeware RAW conversion programs available. You could try dcraw.
