I agree the section relating to advanced is pretty clear (don't ask me how I missed that!), however I'm not sure I agree that the sections you quoted relating to basic editing clearly relate to perspective correction as it does not require selection of an area, nor does it create a new area or objects that didn't already exist. However, another section of the basic rules states that one is not permitted to "distort or stretch your image in any way". So, does this cover correction of perspective?
In Basic Editing you may NOT use perspective correction.
This doesn't just apply to the nominal "perspective" adjustment, it applies to what's called the "Skew" tool as well. I mention this because that tool is excellent for adjusting horizons to level without haveing to rotate an image and crop a little off the sides, but it's only legal in advanced.
