A friend of mine is looking for a camera that costs $200 or less. The most important thing to him is indoor (i.e. low light) picture quality, both with and without a flash.
Any compact, especially in that price range, is going to have low light problems because of the small sensor. You might be able to find a used Rebel or Rebel XT for that $200 if you shop around some. They often pop up in the for sale forum here.
