I do not have iphoto either so not sure what settings you need to use, from reading some other links it sounds like iphoto is not a real easy program to use for sizing photos. You may want to get another program to help resize in the future, I am sure someone on the site has a good freeware alternative that you could get and use.
From iPhoto, when you export you can set the longest side and the jpeg quality. Since you can't specifically set the file size, you will have to experiment with the different quality settings to get an exported file within the file restrictions of DPC. Depending on the image, either high or medium should work.
