I have a Canon Di Rebel XTI camera and with all three compact flash cards I have, including a brand new one, when I go to take a picture it says the CF card is fall. With about 12 pictures on a 4GB card I don't think so... With it happening with all 3 cards it must be the camera. Any idea what is going on with it?

That is odd... here's the first thing I'd try:
Remove any images you still want from a card, then put the card in the camera and from the menu choose "Format." Before you format, notice how much total space is reported. Now go ahead and format, then go back into the format menu choice and see how much space is reported. Is it as expected, or not? If it is, try shooting some photos and see what happens.
