So, is it street art, or nothing? There are other uses of chalk that don't involve drawing on the street or blackboards. I have an idea, but it's about 35 miles away. Just want some indication about the receptiveness to "outside the box" thinking. Would the trip be worth the effort?

I certainly hope not (street are or nothing). There are many more uses than just street use for chalk that it would be truly sad if that's all we see. If you have a creative idea, I say go for it!
Lol, just great. I suggested this and have an awesome idea for it. But of course the challenge comes up on the one week where I have 3 midterms, an essay, 20 hours of work, and an art project due xD

Just typical!! I spend a week on the Isle of Wight with its chalk cliffs, huge white chunks of chalk sticking out of the sea! Come home and this week there is a challenge for chalk!!
Off the top of my head I figure anyone within range of the white cliffs of Dover is in business for this challenge. Rock climbers, or those with access to them, are in good shape. Pool players chalk their cues. Baseball diamonds and football fields have chalk lines. Old fashioned schoolrooms will teach you a thing or two. Chalk it up to experience. There's lots of natural chalk formations in the American Midwest, and they erode to bizarre shapes. I'm sure this is true elsewhere in the world.
Show some imagination, folks! This isn't a "street art" challenge, though that particular approach may work well.

good thing my current college only has whiteboards, or else i'd be really tempted.
i wish could make the time to visit my old Calculus professor. The guy had absolutely beautiful blackboard writing. I remember being memorized watching him do the math on the board. I had him for 3 math classes. It was like watching an artist.
I once attended some anatomy classes at Harvard Medical School with this Italian professor who not only lectured with a delightful accent and sense of humor, he drew beautiful anatomical illustrations on the blackboard using this big box of colored chalk.
They were like (and as good as) the transparent overlays you see in textbooks, and as you would flip up a layer with muscles to show the organs underneath, he would erase one "layer" and draw in the next, all the while explaining and naming all the structures, often using the funny mnemonics common in medical school. For example, to remember which sacral nerves enervate the muscles of the lower pelvic region, he suggested
Ess-two, Ess-three, Ess-four
Keep the Ass off the floor
which, as you can tell, was an effective strategy ... in addition to inspiring one to take care of one's lower back ... ;-)
Just missed Chalk La Strada sidwalk chalk artist festival in San Diego. I was out of town anyways but it ended the day this challenge was announced so couldn't use anything from it either way.
