I guess my question is: Is it DNMC if the flash becomes the key light and no longer is considered fill? Judging from the previous iteration of the challenge it looks like its basically just "flash" without worrying about "fill"

Afaik, fill flash is a technique to light your main subject when it is too shadowy in the current available light. For example, when it is backlit in a sunny day. On or off camera doesn't matter, though off camera often produces nicer results in my eye.
Well I'd be torn on this one. I use the sun as a fill light or a hair light when I shoot with strobes. I guess though in truth that's a fill light not a fill flash.
on that note someone must take a photo of a guy named phil flashing people for this challenge.
It's my humble opinion that "fill flash" is any use of flash to add light to the subject when it is again a bright ambient background, whether the flash is on or off camera. It doesn't matter if the photographer used it as key or not.

I don't own a flashgun and my camera has no in-build flash.
How about a silver/gold reflector to bounce light back in to fill shade areas on subject?
I thought about it too, using a mirror and sunlight, but the challenge says "Fill Flash", so we have to use a flash :-\ if you do use other fill lights, people will destroy your image and make you crazy each vote :-|

Any challenge, regardless of the subject, we can enter any image as long as we're in editing rules. If you want to enter a photo of a "toasted sliced bread" for the Fill Flash II challenge (and not using a flash at all) you can... you'll just get low votes, not DQed :-)

I certainly agree with you. Actually, the very best fill light adds discernible detail in the shaded areas WITHOUT leaving glaring evidence a flash was used. If done correctly, an experienced eye will be able to tell that the degree of detail in the shadows must have been accomplished with some supplemental light source. The fill flash I will fault in the challenge is the flashlight-type illumination which leaves blown out highlights and throws shadows. My measure of success with my challenge entry will be when I receive a comment saying, "No evidence of flash evident". That's my goal, since I have added detail in the shadows with a flash. But, my entry, while utilizing "out-of-the-box" thinking, is not likely to be what the voters expect, although it is a totally legitimate use of the technique. After 368 challenge entries, I'm finally getting to the point where I shoot for my own sense of accomplishment and less for what the voters might like. I don't like to receive low scores, but I do like most of my challenge submissions.

Subtlety is a virtue in "not prominent" land. Certain to be under-appreciated, but a road less travelled, I'm sure.
I have noticed the same thing. I just finally entered a shot I like, but it was tough to get it done correctly. I'm guessing more are finding the same thing.
