I've heard of software which can do this, but I can't remember its name. Maybe try searching in the software section of Cnet.com for "collage" or something ...

The process is called photomontage or photomosaicing.
here for an example creation and the process used, this was the result , and this Perl language program was used.
is a project page about photomontage, was big at SIGGRAPH where I used to go (and sparingly publish:-).
