In camera RAW can you use the adjustment brush and gradient tool on photos for challenges, wither basic or advanced editing?

For Advanced, absolutely yes, as long as you don't violate any of the Advanced Rules, like removing major elements of the photo.
For Basic, absolutely not. It's selective editing, which is not allowed under Basic.
