when you rotate an image to get ideal composition, you had better leave lots of space to crop your image so that it can be square (or rectagular) again. Adding ANY canvas is going to get your entry DQ'd.

In rotating your image you created that black image space that wasn't there when you took the shot. Removing it is ok with cropping, but adding to it isn't.

No, for my example, I'm saying the black image space WAS there. I'm not talking about empty space on the image, i.e., the default PhotoShop background when there is no image data. I'm talking about, say, the edge of the table that was in your setup and was exposed by your camera sensor, but that you want to clone out of the final edit.
Had she created a white border of the same color as the backgroundwould it have been legal? How about one with a 5% grey one pixel line on the inside to mark the start of the border?

You've offered two examples. The first, Jac responded to (correctly I might add) and the second, which is written above, is a different situation than why the red ribbon image was DQ'd. But to answer your question, as long as its not a big piece of the image, cloning out a table corner or some other unwanted part of the set up for your image, is generally ok (there are exceptions to this, but I won't go into it here)
