Rothenburg ob der Tauber is an absolutely amazing medieval town. This guy was the "town crier", arriving to take tourists on a tour.
Normally I delete blurry photos, but this one appealed to me for some reason.

Because motion blur is not focus. It can be perfectly sharp and in focus, but motion blurred. Think of it the other way around. If it were a motion blur challenge, and I entered this:

Agreed. This is like those silly hate crimes laws. The crime is the crime. The motive does not make the crime more or less. Same here. Out of focus is out of focus. Why it happened is of no bearing.

You can either run with it, with whatever the challenge inspires in you--or you can try to get a shot that will satisfy the expectations of a bunch of people you don't even know. You can understand the challenge to mean 'take a photo which can easily, obviously, & instantly be interpreted & understood only one way, as Missed Focus, by 150 diverse strangers.' I tend to run with it because it's more important to me that 150 diverse strangers be given a chance to each see my photo in their own unique way. I would rather get 150 votes spread from 1 to 10 that 150 votes of 5. But I am an artist, not a photographer.

I see your point though... However, I disagree. Blur is not out of focus (to me), blur indicates movement. Out of focus is not blur. I meant what I said is that however you got out of focus doesn't matter so long as it's out of focus. So there does not have to be a secondary object in focus, when the primary object was missed. But there can be.
Does this mean that you cannot use a blur filter to create the same effect?
You may not: use ANY editing technique to create new image area, objects or features (such as lens flare or motion) that didn’t already exist in your original capture(s).
I get the out-of-focus vs blur thing, but "missed" focus? Since most of the shots will be on purpose, shouldn't it just be "out of focus"? Not that it really matters, I will just miss the focus purposely.
To me, it is kinda like the sports shots I get sometimes. The player that is the subject is out of focus (not intentionally, and for a variety of reasons), but every thing else is tack sharp. Would score well, but I had just looked at such a shot yesterday when I read the challenge.
