1st image following adj layers; levels(1),Curves(2),Hue/Sat(3),ChannelMix(1),SelCol(1),ColorBalance(1) with layer masks.
2nd image; flatten 1st image, delete the blue layer, change to cymk, levels adjust (take out black and magenta channels) and that is it...
Can't do much about the noise...(duplicate background,blur radius 1.5, plus layer mask to not blur the face, helps but not much)..

Sorry it so long to get back about this but here is a copy of the reply I sent in responce to a PM from Ellen,
Hi Ellen,
I spent about 15 minutes working on your photo that you wanted rescued
so that you could see that it is possible to bring back some photo's
but not all (unfortunately). I used a variety of programs to achieve this rescue. Firstly I used Photoshop CS to adjust the levels and the
contrast. To achieve a better result with the photo I increased the
resolution to 300dpi and then resized it back to the original size.
I then saved the image and took it into PhotoImpact and adjusted the
colour temp so that it looked like it was taken in daylight (a bit
fiddly). I then saved the image and put it back into PhotoShop CS and used the "Unsharpen Filter" to sharpen the image a bit. I adjusted the
contrast a little bit more and saved the image. Then I used neat image to remove some of the jpg artifacts that were still showing from the original image. Unfortunately The image was not large enough for me to achieve a better result but if you want any images rescued I would only be too happy to help you in the future. I can achieve a much better result if the image is full size (as taken from the camera).

I hesitate because all of you have taught me a little something about bringing a photo back to life and I don't want to hurt anyone's feelings!
That said, I like the versions that Gordon and Colda posted - very nice work! I like the dreamy effect that BradP created and I like the duotone that GeneralE created. But my favorite work is done by Pearcer. He somehow managed to make the image look exactly the way it should have looked. The colors are perfect, it's smooth - just a good job all the way around.
But again, I truly appreciate everyones responses!!
