I took many sunsets and sunrises in the past. There is no much difference in colors. When there're sunrays visible, then the difference will be huge.
In Neat's picture it is not possible to tell the difference. It has a feeling of sunset but everyone could easily be fooled on this one.
 This is a sunrise with the rays going up.
 Sunset with rays going down
Usually a sunrise feels calmer/peaceful and a sunset more powerful.
