First of all, I have an olympus e20 (62mm threads)
The first thing I want is some filters, I'm thinking of a UV simply for protection, and also want a circular polarizer, possibly a neutral density filter as well.
I've found the UV and circular polarizer bundled together, tiffen for ~$50, Sunpak for ~$25. Is it worth the difference to spring for the tiffen?
I'm also thinking about picking up a set of close up filters (+1,+2,+4) for ~$40, but was wondering if it would be better to get the olympus macro lens for ~$75.
Also, I'm thinking about possibly an external flash, is there anything I might be able to find for ~$50-$60?
I'm also looking for a decent tripod, but not looking to spend a lot either.

I have a tiffen polarizer and my wife has a sunpak. The tiffen, in my experience doesn't do enough. I rarely use it these days.
In terms of flashes, I have a $60 flash by Quantaray that I bought from Ritz camera. It pivots sideways and tilts and stuff. Its good, realistically up to about 30 feet. For $60, I'm very happy with it.
When you're considering filter quality, consider the quality of your lens. You don't want to put a low quality filter on a high quality lens.
B+W are fantastic, perhaps the best out there
Tiffen are nice, just make sure that you buy a circular polarizer for autofocus cameras
Hoya Super work well, but I find the coating more difficult to clean than the tiffen or B+W
