Well, "theft" isn't the right term technically because you don't get anything. And by your definition, you'd be "stealing" from your friends every time you call them.
Given that we are probably not even talking about cents here it shouldn't be that big of a deal. And most people have plans that they hardly ever use fully, so you don't cause them any costs.
I'm more surprised that Walmart and Disney would offer such a service that is bound to be used mostly for prank calls... |
