No lines in the bg or just no info the mugshot is being taken in a police station merits a 5 or less from me. Even if the shot is well taken. It seems many thought this was a self portrait challenge. Smiling too gets a low score. Smoking or holding anything in your hands also gets a low score. I understand the humour people are trying to get across though and thought some were very funny. Guess i'm too critical and I still have lots to learn about critiquing a photo on this site.

I think you are being too critical as well. If you look at all the mug shots listed on the site earlier in this thread most of them don't have "lines" or info in the mugshot. Look at them, maybe you'll get a better perspective.
