Have you contacted Eastern State Penn? You should be able to just go as a regular tour, but for normal photoshoots, they charge $500 for the day, so just make sure they know you're intentions. Sometimes a group of people with big camera walks in and places want to push you into a different tour category.

Thank you for your concerns. I've previously held gatherings at Eastern State with no problems. They charge you when you want to close off a section of the prison.
