That's a SEVEN STOP range and you can't possibly have that much information in a single RAW exposure. If you need that much range, you need to do multiple exposures. If you push the range too far in this "creation" phase you get VERY muddy images. I know, I've tried. Try recreating an HDRI file using only the single exposure that looks best overall and the two that bracket it.
