You can make fog with fogmaker filter,no idea on smoke!
Get in touch with your nearest stage/film/television lighting hire company, or local theatre/venue: they'll have tons of things, including almost undoubtedly some out-of-date/fashion stuff that you can rent very cheaply, or even buy likewise. If you play up the amateur bit they may even happily lend you stuff, if you're nice.
You can also buy smoke pellets etc. from theatrical suppliers, but as they're covered by explosives licenses that'll probably be difficult in these times.
Steam from the shower can be a good one. That or buy a whole box of El Producto's and knock yourself out. Incense is a little easier on your lungs though. But it all depends on how much you need.
If you want black smoke, put an oxy-acetylene torch to pvc pipe. That makes a ridiculous amount of black smoke, but make darn sure you aren't breathing it. It will choke you in a second. You can rent smoke machines from stage and lighting places though if you need a lot.
I just bought a fog machine, and if you use it in a cool room, it looks like smoke. it was cheap - $60cdn. I have no idea why i bought it, other than it was there and looked cool. they show up around halloween, so you're in luck.

Dry ice seems like a good solution, if you can find a place to buy it. There's a place near us that has big signs that say "DRY ICE" but you can't figure out how the hell to get into the building! Maybe I was blinded by smoke or something...

For photography, there are many ways to make smoke. The easiest is to use incense and / or cigarette smoke. If you need anything beyond this, possibilities expand a lot. There are powders and machines etc - but the main thing you should remember is that if you need to use a lot of smoke, there should always be someone with you - make sure that someone is responsible for the smoke, so you can concentrate on the photography bit.
You can always call a pyrotechnic effects company, who are likely to be able to help you out, if you need large quantities. otherwise, your local youth club may be able to lend you a smoke machine. Or contact a pyrotechnician ;)
