so i'm having a problem rotating a part of an image. basically I've copied part of a photo and want to rotate it and move it to another part of the photo. I can move the copied piece but can't make the cutout rotate... Can anyone advise please?

with the piece selected (or layer selected) hit edit / free transform

Control T brings up the free transform controls as well. Also, If you do not want your selection's aspect ratio to change, be sure to click the little chain link thing in the toolbar.
