Leave waste where? Assuming a billboard posted beside the highway, this message seems odd. The image is simple, the message easy enough to read and take in. Problem is, this is another that I don't quite "get".

The texture of the peeling paint on the gates and the sbn fading of the lock body and flowers really communicates weathering to me. Good preservation of horizontal and vertical lines, and nice balancing of the focus as well of the weights of the sbjects offsetting each other.
