Dear Roz, this is a fish restaurant in Hualien that is specialised in preparing "Flying Fish". Flying fish can not be caught or sold if they are under 18cm long. It is regulated by law. Catching fish is the oldest way people got food from and fish don't die in agony. The picture is taken from the outside of that restaurant and they are hanging there to cure for a couple of weeks. They are not alive!!!
Sorry to say it but I think it is a very ridiculous comment you left here.
